The planned project is located in the southwest suburb of Xi'an City, within the scope of the New Area of Xi'an High and New Technology Industrial Development Zone, adjacent to the southern ring line of the railway to the north and Xi'an University of Electronic Science and Technology to the east. The total planned land area is 9.4 square kilometers, including 4.32 square kilometers for the comprehensive bonded area and 5.08 square kilometers for the supporting service area (0.52 square kilometers to the north of the Xiaohe River and 4.58 square kilometers to the south of the Xiaohe River). Xinglong Community, located in the former Xiganhe Village, is a resettlement building in 7 villages that were demolished and relocated in 2015.
